Critical Dates

Initial Fleet Reporting Date

The first critical rule date is March 1, 2009. You are required to submit fleet data to CARB as your fleet exists on this date.

The rule uses fleet size for reporting and compliance requirements where fleet size is based on your total fleet HP:

Initial Fleet Report Submittal Date

The date your initial fleet data is due to CARB depends on your fleet size:

Rule Compliance Dates

The rule is based on a graduated compliance scheme that covers from seven to ten years, again depending on your fleet size. You are required to show compliance every year during this period. The compliance dates and date your compliance reports are due to CARB are given in the table below.

Rule Planning Dates

An obvious question is when do you need to get started planning how you are going to comply with this rule? Our recommendations on the first three critical planning dates are given below:

  • By January 2008: Have your fleet data together and determine your fleet size.
  • By May 2008: Have your strategy together for how you are going to comply with this rule covering at least the first two compliance dates. This is critical if you own a large fleet, and important if you own a medium fleet as well. If you own a small fleet, this is something you should consider as well.
  • By March 1, 2009: This is the cut-off date for defining your fleet size and characteristics for the purposes of complying with this rule. There are things you may be able to do to your fleet between now and this date to minimize the impact of this rule, but those changes need to be in place by this date.
